Search: illegal to hail a cab in LA
Why: A cab was just driving behind me. For a while, I thought he was following me, and I wondered when/if I might have cut him off. There are always cabs between the car wash and the Starbucks at Vermont and Prospect, though there's no official stand. Look, there's even one on the Street View:

Answer: "Remember that urban legend about it being illegal to hail a cab on an L.A. street? The truth is close. You and I could hail a cab, but if a driver stopped in a red zone to pick us up or let us out, or even in a parking space without paying the meter, he could and sometimes did get a ticket."
